2023-2027 Strategic Plan Cover

The State Department for Gender and Affirmative Action has successfully launched its Strategic Plan 2023-2027 that will help the Department undertake its constitutional mandate of advancing gender equality, non-discrimination and empowerment of all.

The plan is aligned to the Kenya Vision 2030 and its fourth Medium Term Plan under the social sector pillar. At the core of the Strategic Plan is the Bottom-up Economic Transformation Agenda (BETA) for inclusive growth.

The State Department will play a crucial role to ensure achievement of aspiration and various interventions in the Kenya vision 2030, MTP IV and the BETA.

The Strategic Plan has been anchored on five strategic goals that guide the State Department’s initiatives. These are;

  • To reduce gender disparity in public and private spheres.
  • To reduce prevalence of Gender Based Violence, Female Genital Mutilation and other harmful cultural practices.
  • To enhance opportunities and capacity for women and other vulnerable groups to participate in national development.
  • To enhance evidence-based decision making on gender issues.
  • To ensure effective and efficient service delivery.

The Department has four Technical Directorates and one Administration Directorate that oversee the implementation of the Strategic Plan. These Directorates are:

  1. Gender Balance and Equality and Field Services;
  2. Gender Based Violence Mitigation;
  3. Socio–Economic Empowerment;
  4. Gender Policy, Research & Documentation; and

Through this Strategic Plan, the State Department commits to work towards the achievement of a society free from gender discrimination and violence.
